Associate Principal & Director of Utility Infrastructure
Thelma is an Associate Principal with Pacheco Koch and has more than 35 years of experience. She is involved in the development, design, construction, and management of water and wastewater treatment projects and studies for public and private sector clients. She has 35 years of experience in utility infrastructure, and has managed planning, design and construction phase projects with budgets of up to $100 million. She has worked on wastewater facilities ranging from small septic systems to large advanced wastewater treatment plants, and on water facilities for both large and small communities.
In addition, Thelma has participated in water treatment projects and has provided assistance in complying with the requirements of the Information Collection Rule (ICR). She has also managed Inflow and Infiltration (I/I) Studies and Sanitary Sewer Evaluation Surveys (SSES), and has managed the design of the sewer rehabilitation that resulted from these studies. She has taught continuing education courses on Wastewater Discharge Permit Applications, Water Quality, and Water and Wastewater Laboratory and Analytical Procedures.
