Javier joined Pacheco Koch in 2013 and is now an Associate Principal. He has more than 22 years of experience in civil engineering, and the majority of his work experience has involved public and private sector civil design. He has been responsible for municipal projects requiring civil design of water, wastewater, storm drain, and streets. In some cases, a design-build approach was placed into operation.

On most projects, additional construction management was required, such as opinion of probable costs, quantity take-offs, attendance at pre-construction and field meetings, and field observation during construction.
